I would say Spain or Netherlands.

torogay 		My first thought was the Netherlands, then like you said Spain. Possibly France might come on the list but(!) I`m not entirely sure. I don`t know about Scandinavia; I also don`t know about Italy, Portugal or Greece, 1 of them might be up there but(!) not sure.
